Any1 with a chilton book PLEASE HELP!

okay i have a problem! i have a '99 victoria 4.6 police interceptor i took my car to the shop got all 4 of my catalytic converters gutted and had my exhaust and tips put on. I bought an 02 sensor simulator and the guy hooking it up didnt look like he knew what he was doing he was like i'll give it a shot. i need to know on the 02 sensor in the chilton book what color are the wires for the positive, ground, signal and heater wires. The simulator is lit up but its obviously not working because im getting oxygen sensor malfunction and 02 heater too lean on the OBD II diagnose. The car feels like it has no power and sometimes it would actually drive normal and its really fast but thats rarely im guessing it will catch the right fuel and air mixture(What is it suppose to be 14 to 1??) someone please help if they know anything about these simulators or know the color of the wires so i can hook them up properly.

here are te codes coming up i think its upstream so it might be my 02s or a performance problem right??

0136- 02 sensor circuit malfunction bank1 sensor1
0156- 02 sensor circuit malfunction bank2 sensor2
1131- lack of h02s1 switches lean bank1 sensor1
1151- lack of h02s1 switches lean bank2 sensor1

according to this site the last two codes 1131 and 1151

"P1131
Lack Of Upstream HO2S Switch, Sensor Indicates Lean, Bank No. 1"

"P1151
Lack Of Upstream HO2S Switch, Sensor Indicates Lean, Bank No. 2"

So if its upstream whats that mean??

Are you sure the front 02's are plugged in? It looks the computer isn't getting a signal from the front (up-stream/primary) 02 sensors. Those have to be hooked up and working or the car is never going to run right.
