What kind of shop would be best equipped to "fix" this? A mention of welding in a plate was made in another thread. Frame shop? Welding shop? Looking for ideas and costs if anyone else has had it done.

Is it actually rusted through or thinned out, or is it just surface rust? Just seems odd for a 10 year old car to have holes in the frame already. Not saying it couldn't, but I'm just wondering how severe it really is. Can you get some pictures of it, by chance?
