93 GM hesitates bogs with cold engine

93 GM hesitates, bogs, hard time getting to 30mph when engine is cold. After about a mile or so (@0to 20F) it runs fine.
Starts fine in cold weather (some slight extended cranking)
Good fuel pressure at idle (33-35)increases with load
    No codes
Removed TB and cleaned EGR passages
Ran some Seafoam through vacuum line
    Soaked intake with Amsoil PowerFoam
Tightened up some vacuum / PCV lines, intake clamps etc.
    Wires look good
    MAF looks clean
    Any other ideas?

      MAF was dirty

Layer of fine dirt on elements, runs great!
