Depends on the pressure in the fuel system. Low pressure needs a larger size to move adequte volume, so basically a carb that might need 1/2" might be fine in 5/16" on an EFI car. I'm sure the fluid dynamics types can crunch the numbers based on total length, the bends, and volume required to come up with a fuel line size but the cheater method is to just stick a fuel pressure gauge on it and watch. If it drops pressure, its probably starving for fuel and needs either more pump or more fuel line.
