well I just got a 1999 Grand marquis GS and I want to know some mods I can do to it to pick up hp but not loose gas mileage. I have already put after market exhaust on it.Any mods you guy's recommend please let me know if I would have to re-tune after doing it.And I had a question If you take 2 of the cats off and replaced the other 2 with High flow cats would it pass smog in cali and would you have to change anything on the computer...

Only if you modify MAF, injectors, heads. I mean, if you put PI heads on it, you could just get the ECM from the donor vehicle. Possible.
Things that F with the computer need a tune. If you want a tune, I'd recommend Lonnie at BlueOvalChips.com. He makes tunes specifically for your car.
Cold air intakes, throttle bodies, exhaust, plugs, wires, (CoPs in your case), underdrive pullies, and some other things don't require a tune. But, a tune from Lonnie would include any mods that you have and would make your combo operate the best.
