Front License Plate Bracket ?

I have a 2003 Grand Marquis LS. I want to put a license plate on the front. I see there are 2 factory holes on the front bumper BUT no license plate bracket to connect the plate to. Is there supposed to be license plate bracket ?

Yes, there should be a factory bracket there, usually held on with 2 large pop rivets. Probably can find one on Ebay, or even the dealer.
