To set the timing you have to:
Manually crank the engine to TDC. Put your finger on the #1 spark plug hole so you can feel that it's the compression stroke. Check harmonic balancer to confirm using markings. Rotor should be pointed at the firewall as well as the #1 spark plug wire. Mark the harmonic balancer at 10 degrees BTDC. This should get it at least started. Using a timing light adjust the distributor clockwise / counterclockwise until the mark lines up with the timing plate.
It sounds like more of a headache than it is. I recently pulled my distributor out and forgot to mark it. These are the steps I did in order to get it running again.
Edit: If you haven't removed the distributor, you should just be able to loosen the hold down bolt and adjust it with the timing light.

#1 cylinder needs to be connected to the #1 tower on the distributor cap. Its usually facing the firewall. if someone hop-scotched your wires around, you'll need to find TDC and re-drop the distribtor like slack describes above.86 Lincoln Town Car (Galactica).

I've never been able to manage it. I know people say its possible, but I've never had any success with it. Usually ends up easier just marking the distributor, yanking it to do the module, and dropping it back in to line up with the marks.86 Lincoln Town Car (Galactica).

I did it without totally removing it, but I had to lift it up about 3/8 inch to clear.
