2006 Marquis GS ignition switch troubles

Hello all, I'm Jim and have a problem with the start possision on the ignition switch. Of course it's intermittent which makes it unreliable, but when you turn the key to on, the dash lights up as it should but when you turn it to start it's a crap shoot if the starter turns over or if noting happens?? I had the starter off the other day and took it to a parts house to have it tested, and they said it was working fine. Someone else suggested it must be the solenoid, but it doesn't make any clicking sound or any sound when the start possision on the ignition doesn't work. I'm guessing the ignition switch is the trouble but was wondering if there is a test I can make to determine the switch is at fault?

it's either the ignition switch or the starter relay in the under-hood fuse box. (I think there's a relay for that... if not, then for sure it's the ignition switch).
