The wipers will not park after being turned off. What is this fix?

You need a new wiper motor, I think. My '99 GM did this and it took 4 different wiper motors before my mechanic found a good one. I have one from a '94 Grand Marquis sitting around here that was verified good when pulled (guy was derbying the car as it had bad fuel and brake lines & wasn't worth repairing). Dunno if they're the same part or not. Can get you pics eventually, if you're interested.

A car I thought was well worth the money but some people... It was $1K for the car in really very nice cosmetic shape in and out with minor mech glitches i.e. the wipers, an ex leak, front rotors, calipers, hoses and pads plus all the fluids are due for a change.
