Yes. That's what all repair bearings are like. They move the bearing farther out so that it has a fresh surface to ride on, and in turn the seals gets moved to outside the axle housing, which is why it's one piece.

yes you need the garter spring

yeah, thats what holds the rubber lip seal in contact with the axle shaft. No spring, no seal.86 Lincoln Town Car (Galactica).
