Getting wheel weight glue off rims?

I have a set of hpp wheels on my car, the ones that came on it. They are really good condition but the front 2 have this awful gunk i think was put on to glue the wheel weights in place. Its black and its really hard and wont scrape off or anything, anything that might eat away at this and not ruin my rim/finish or should i just leave it?

That's not glue, it's likely corrosion caused by putting the wrong wheel weights on (the dissimilar metals react).

Sanding and then re-clearing is probably what you're going to have to do.

Its raised though quite a bit off the wheel. What would you recomend for sand paper to go at that with, like to get rid of whatever it is.
