    HeLp 4.6 no start

1994 mercury cougar 4.6 ran last night fine, this morning cranks but no start, fuel pump primes fuel at shcrader, will both coil packs fail at the same time? or is this a crankshaft sensor problem?

Check the crank sensor connections. Very unlikely that both packs fried at once. The EDIS module is also a possible but the sensor plugs seem to be more of an issue.
