Gas mileage in a box with an HO motor

What kind of mileage should I get with an Stock 89 HO installed in a 91 GM box with a stock AOD? This would be city driving, stop light to stop light no freeway. I am getting crappy gas mileage driving inner city streets 40-60 miles a day.
90 Colony Park LS with GT 40 heads and intake. HO cam, 65 MM TB, 67 MM EGR spacer. Has a 75 MM Pro Flow mass air sensor. Borla XS mufflers. 3L55. Shift kit, 2000 stall Tq convertor...Bilstein shocks, front and rear sway bars.
90 Colony Park LS 64,000 miles all original. 3L55 tow package....front and rear sway bars.
91 Grand Marquis GS....HO motor..Bilstein shocks poly bushings and police swaybars. This one handles the best.
70 Torino Squire with M code 351 Cleveland 3.00 has Magnaflow mufflers. Hidden headlights and power windows. All original

13-15 in my Mark (HO swapped) and 14 in my 88 lopo before the 3.55 gears... 15-16 now.

HOs suck bad with stock gears. They will do better with a 3.55-3.73 in town. A lopo will too for that matter. Honestly if you have stock gears, I'd probably do that before fooling with the motor. The stock gearing is well suited for flatland highway use, its pretty much shite with anything else.
