Any ideas why the Cali cars went MAF before the rest of the world?

Emissions reasons. What else. Mass Air is better at compensating fuel than the speed density setups.

Though the mustang was the first to go Mass air back in 89.

Ford used the Thunderbird/Cougar, Mustang, and Crown Victoria/ Grand Marquis/ Towncar as their Guinea pigs for new technologies.

The towncar was the first to get the 4.6 liter in 92.
      The 95 Crown vic, 94/95 3.8 mustang, and 94/95 4.6 Thunderbird were OBD 2.

The 98-02 towncar utilized the earliest CANBUS communications system between modules and displays. The vic/ marquis used conventional means of communication.
