My '85 T-bird (sorry) with CFI has the opposite problem. When it's cold outside it won't come off of high idle for anything. Doesn't matter though, I have an edelbrock 500cfm waiting to go in.

do you set the choke before you start it? Press the pedal to the floor before you start (like a carburator) - this is what keeps the idle up during cold starts.
The vacuum operated throttle thing does do much for this... Ive experemented with that (hoping to install a remote start)

Sounds like the high idle dashpot isn't working. Does the little plunger thing that sits in front of the throttle lever move? If not, try spraying it with oil to see if you can free it up. If its moving but its not contacting the throttle lever, the end of the high idle thing threads in so you can adjust it out a bit.
