The plant tour itself is full. However last year (and every year) there are a few people that don't show, as Pantera77 found out =-) Going to the pre-tour orientation can allow you to take an available spot that the official participant is absent for.
I would suggest though, if you are intending to go, email Serge (BigNSlow on cvn) to get on the stand-by list so you get first call to a vacant position (currently 6 people on that)--considering its the last available time to tour, the number of drop-in's intending to do the very same thing could be high, and the stand-by list gets first stab at taking a vacant spot.
Showing up to the plant itself costs you only gas money to get there. There are no gates where the meet occurs and you just roll on in. The tour itself is also free of charge (over 18, closed shoes, long sleeves/jacket prefered).
