That looks like it's just routed a little wrong. I usually see them coming out of the firewall and going up and over the valve cover instead of coming up beside it.

about 18 1/2" long. This should be an NOS spare for my Towncar, but they use the same cable.

It may be the right cable, just routed wrong is what I meant.
The other cables I know of are like a full foot or so longer IIRC. It would be looped back on itself to fit in there.

from the master parts manual, you should want the 86-89 part. Possibly what you have is the 81-85 piece. Lincolns use the same part, not sure why I get an inch longer than the manual but possibly they are measuring from different points.86 Lincoln Town Car (Galactica).
