    Relay

Is there a relay on a 1990 grand marquis for the fuel pump because if there is I can not find it.

should be on the driver inner fender.

I see a black box but it is glue sealed or something because it will not open

Pull up on the section with all the wires. This part comes away from the rest of the box. Then there's a clip that releases the relay box from the little section.

Its on the end opposite where the wires come out. Push down on the tab, and slide the outer cover off.
