vacuum failure or bad switch
The headlights on my '83 Mark VI come on as soon as I start the car and I can't turn them off...Vacuum failure or bad headlight switch?

yup... autolamp sensor is bad then probably (or the wires from it to the switch are buggered). If the relay was welded shut, it would keep the lights on no matter what you did, so that's apparently fine since the lights went out with the feature turned off... so that leaves the sensor and switch and related wiring.
