97 grand marquis no start no crank

I have a 97 grand marquis started fine about a month ago, replaced the starter last summer but it’s been sitting. Currently having a no start , no crank issue and I’m not hearing the start relay click and I also can’t locate said relay to rule it out

May sound dumb but did you check the voltage/amperage of the battery?

make sure the small plug on the side of the starter didn't come loose. If that falls off you get zip.

Battery has 12.6 volts . Also headlights don’t dim when trying to start

As previously stated, does it have a solid connection to the starter? Also, did it start AFTER you installed the starter?

Could be a frozen starter - not cold - rusted. Give it a few taps with a hammer. If you're in a high humidity area, they tend to do that from lack of use. Some percussive maintenance to knock it free so you can use it and scrape the rest off through use may help. Could also be the ignition switch not catching the starter connection at the end of the switch throw. This is common when they start to come apart. And yeah, check fuses/relays. I don't have a 97 EVTM to find the location of related fuses/relays, so good luck with that.

^^^So what they sold you for a starter was simply a used one cleaned to look new.

Junk parts strike again. The ole "hit the starter with a hammer" is one of the oldest tricks in the book. I did that in front of my wife and her reaction was priceless. "If they don't find 'ya handsome, they should at least find you handy."
