No, and no... Well, actually it depends on how they did the swap.
If you have a mechanical fuel pump, the the fuel pump relay can be removed, The EEC relay can be removed... The A/C cutoff needs to stay and so does the coffee can.

What were those relays for, fuel pump & ECM and what else? There's one under those that you should leave as it runs the horns, but the engine related ones I think you can pull, you ain't got nothing to run with them no more. The vacuum canister is for yer HVAC system, you can replace it with a plastic one off a newer Panther, I did it and it looks times better.
The coffee can is a vacuum reserve so your HVAC doesn't go nutty when you go up hills and loose vacuum. You still need it. But you can replace it with a plastic, newer style one from a newer Panther.
Some of the relays you need, some you don't. For instance, one is the horn relay, which you still need. One is the fuel pump relay, which you don't need. I'll see if I can dig up a diagram of which ones are which.

If you use a fan shroud from a '90 Townie it has the overflow bottle attached to it so you can eliminate that, however the stocker is one-piece with the windshield washer tank so you'll have to part with that as well - nothing some RainX can't take care of really.
Or just get a washer tank from an aero...they're practically a perfect fit at the front of the driver's side fenderwell.

The ECM harness contains the relays, if its pulled out in one piece, it should take the relays with it. I think it actually pulls all of them, the AC WOT cutout relay is operated from the ECM. Really that whole circuit should be re-wired to eliminate the WOT relay since you've got no means to trigger it now.

hehe.... you could always try my ruse - disconnect stuff and see what quits working! Then you know for certain what's dependent on what. Or just pull everything out like I ended up doing and figure out what you need to do to maintain minimum functionality. Either way.
