Guy's mom at work has an 85 TC with CFI of course. Dude's kind of slow, but mechanically inclined. That's all I can get out of him. I've never heard of a problem. Sounds like the fuel pump. He said he changed the fuel filter.

Sounds a little like a weak fuel pump. At half a tank the pump has to pull more than at full tank. Also could be problem with debris in the tank clogging then pull tube. I would say that your chances are very high the problem lies with the fuel pump system, wether its the pump or the fuel supply system to the pump.
