There is no oil going to the rocker arms, valve springs, or pushrods. I removed the valve covers while the car was running, and everything was bone dry. The engine isn't running hot, but it is understandably, noisy and rough. The engine is an '88 5.0 HO converted from efi to carburetor. During the swap, I removed a soft plug from the engine block in the rear, under the intake, near where the PCV valve used to be, exposing what look like oil passages. Anny guesses as to what the passages might be, and if they are the cause of my dry rockers?

I still don't know the Windsor engine too well, but I would assume that the plug you removed is a oil passage plug, and needs to be put back in.

that plug would be the cap for the oil passage drilling. That cap needs to be there otherwise oil pumps out of it and just dumps into the lifter galley if its not puking out of the back of the intake area. Put it back in and see if that fixes the issue.
