    54) ACT sensor fault or circuit open (O/C)
    WTF is the Air Charge Temperature sensor and where is it at?

    The '88 threw code 54. The '91 didn't throw any codes.

    EDIT: Ok, so I know what it is, but where is it on our cars?
    The Air Charge Temperature (A~ Sensors and Manifold Air Temperature (MAT) Sensors are located in the air cleaner or intake manifold and are used by the vehicle's engine control computer 10 measure the temperature of the incoming air that will be mixed with the fuel. An Air Charge or Manifold Air Temperature Sensor that has malfunctioned can cause engine stalling, hesitation, strong exhaust or black smoke from the tail pipe, cold engine warm-up problems, poor fuel economy, and poor engine performance.
    EDIT again: I found, but is there anything special to removing it?

    Number 32 in the diagram.

    it's on the drivers side of the lower intake manifold

          Pull it and clean it with carb cleaner first. Might just be gooped up. Worth a shot at any rate.
