Mine idled, barely. Well, if it were shadetree mechanic me I'd hold the throttle a smidge and then unplug that thing to see what happens. If it holds that RPM steady without doing that funky business then you have IAC issues. Does it only do this when cold or hot or does it do it whenever?

with the engine off... look inside the throttle body behind the throttle valve. If it's all super black (probably) get a rag and wet it with throttle body/carb cleaner and wipe the crap off. It's built up a layer that's restricting air around the edge of the valve and causing low idle. The car should idle (even if barely) with the IAC unplugged.
Cool, I was certain it was like Sly mentioned or IAC as it is very similar to what my car did. I'll add this to bag of tricks should said symptoms occur in any other old FoMoCo product we get.

Definitely clean it out like sly said. You can pull apart the IAC and see if it's sticking, that's a dead giveaway. Sometimes you can break it free unless the little motor is toast. I'm running a Ford IAC with an aftermarket motor at this point, lol.
Yeah, like sly said yank the tube off the TB and inspect the butterfly & open it by hand to inspect the areas you can't see. If it's all black & gicky it is restricting airflow so get some TB cleaner & blast the piss out of it or if you're worried about how much ends up down the intake, saturate a rag with it and wipe the gick off instead. I'd just take the TB off & replace associated gaskets while I was there. You've got a Michigan car and it might put up a fight coming off, every yard car I've harvested TB's from did not give theirs up without a fight.
I am running an old factory IAC but reconditioned the plunger thing & servo motor, works great.

The upper comes off pretty easily, just have to be careful not to break those brittle vacuum lines unless you plan to replace them. There's, no reason to take that off though. TB is held by four bolts, they also hold down the EGR spacer but you only need to care about the TB. It's just that the intake & TB are aluminum, bolts are steel. Shit galvanically corrodes itself together and so it can be tough to get the TB off without damaging it. If you try and pry it off you will dent the aluminum and such, just depends how much you care I guess.
