The flasher on the BACK of the fuse box is for the hazards and the one you can see is for the blinkers only. Also, if you have a bulb out, it won't pull enough current to flash. The thermal flasher needs all bulbs good to work. If the flasher is dead though, it still won't flash. And check your fuses.
Also, which nick are you going to use, colejackson72 or thor72? Pick one. The other will be removed.
The 4 ways work, but the normal left/right signals do not, correct? If the 4 ways work normally and all the lights flash, that says the bulbs are OK and the wiring is probably fine as well. If your normal running lights also work as expected, that helps confirm the wiring.
When you turn the blinkers on, what happens exactly? Do the lamps come on but not flash, not come on, something else? Do your brake lights work normally?
This sounds really stupid, but check to see if the 4 corner lamps are the proper type. They should be a dual filament 1157 type. If someone stuffed a single filament 1156 in there it will go all stupid.

Have you made sure the blinker fluid is properly filled? That'll give you exactly the problem you're describing.
Odd that the 4 ways work and the indicators don't, they should use the same filament, but different flasher. Verify voltage to the flasher and go from there, make sure you have the right one like sly said. Sounds a lot like the flasher is bad and you changed out the 4 way flasher

Yes all brake lights work I checked them all. When I turn the blinkers on literally nothing happens. Even after I switched both flashers and the turn signal switch
don't know if there is a separate fuse for 4 ways vs turn signals, but checking the fuses would be a good next step. Turn signals also do run through the ignition switch, 4 way do not. If you have any other electrical gremlins, that would also tend to point to problems with either a fuse or the ignition switch. These are known for switch failures.
