    Sounds like your garage is overly anal. I have no such issues here. They don't even open the hood on my car. I think they checked it for cats, but I'm not 100% sure of that. They stick it on a dyno and use the sniffer. As long as the sniffer is smelling roses, its all good.

    Got to be careful though, if you removed the factory smog equipment, some places will refuse to work on your car. In PA, one of the garages that I've been taking my cars for years for inspection & jobs I couldn't do refused to charge my AC since I removed the smog pump. They said since it has been removed, they can't do anything because I removed federal emissions equipment. If they worked on it, they could be liable for working on a tampered car if someone inspecting the car traced it back to them, which could result in a hefty fine. Its doesn't make much sense but PA has strict visual and sniffer tests in my county.

    What was this bolt's thread, 1/2? Go to the nearest hardware store and pick up some 1/2 flat washers and some 9/16 nuts, then slide the necessary amount of both between the smog pump and the engine block - there's your spacer, for less than a $1

    The spacer is a bit around an inch. It's pretty easy to eyeball where the pulley needs to be for the belt to be aligned.

    Emissions testing is once an year, right? Then hook up the damn thing for that one day, go get the testing done, then when you get home just take all the stuff out, it's like half an hour job.

    Sadly, for the visual test in Virginia the emmisions tech has a checklist of stuff to look for (one of them being smog pump).

    MD also has visual and the dyno/sniffer test. I've never failed the visual, even with most parts removed. My wagon is the first panther I've had that failed the sniffer..

    Unfortunately, Virginia has both a visual and the dyno-roller/sniffer test.

    The short belt solution has promise, but I prefer to tear this apart only one more time to fix this before summer. I barely have time to fix it at all.

    Yes, there is supposed to be a spacer there, I'll measure mine tonight - I have like three of them there, since I have no smog pump anymore, and I wanted to keep the bolt as an extra support for the tensioner plate. However I have a question for you - does your state have emissions testing, and if yes what kind (sniffer, visuals, both)? If you don't have emissions, or you do but it's only the sniffer machine and no visuals, you are fully able to get rid of the smog pump and all the hose mess to the right of the engine without jurting the emissioms one bit - you lose some weight, get some more space for changing sparkplugs, gain some HP (and maybe MPG), and don't need to worry about spacers and stuff like that. You need a #560K belt to bypass the smog pump, have a look at this thread for how to route it:
