The Solenoid pack failing wouldn't produce a check engine light?

Not sure. OD/OFF will flash and it will be in limp mode for sure. Not sure it would throw any more codes than you have. I've not dealt with PCMs newer than 2002.

Do you know if (in general) a failing solenoid pack will often throw a Output Speed Sensor fail code? Any way to diagnose a solenoid pack failing?

Had my friend take it on a parking lot test drive and the speedometer was reading and producing an output. I'll check and see if I dislodged the main harness later.

No. The OSS should be a separate code from the solenoid pack. As for diagnosing it, check the main harness first. If it's got any play in it, make sure it's locked fully in. A failing solenoid pack will usually start with one thing failing before all gears fail and it's stuck in 1 (or 2 or 3, can't remember which gear it fails to). Not very often does it outright fail.

There could also be something wrong internally that's causing something to read wrong. If the torque converter is not working well, the PCM may think the OSS is reading wrong, but it's a failing torque converter.

Also, that is from experience with older cars. Not sure about the 04+ vehicles. I know they changed a lot of coding on those, especially the drive by wire ones.
