Power steering pump. 91 pump in an 89?

Is the power steering pump from a 91 Crown Vic the same as the pump on an 89, other then the flow control valve.
Can I just swap the flow control valve from the 89 pump to the 91 pump?

My pump has a very slow leak and the one on the 91 parts car with 60,000 miles looks good but has a different fitting. I already removed the pump from the parts car but didn't buy it yet.

I was going to put new seals in my pump and I'm thinking it might come in handy to have an extra pump before I take my pump apart.

Is it worth buying for $19.00?
