1986 lincoln towncar signature series. 5.0 HO with thumper performance ported e7 heads, 1.7 roller rockers, warm air intake, 65mm throttle body, 1/2" intake spacer, ported intakes, 3.73 rear with trac lock, 98-02 front brake conversion, 92-97 rear disc conversion, 1" rear swaybar, 1 3/16" front swaybar, 16" wheels and tires, loud ass stereo system, badass cb, best time to date 15.94 at 87 mph. lots of mods in the works 221.8 rwhp 278 rwt

I wouldn't be trying to compare the HP numbers so directly. Exhaust and just plain fudging numbers can really skew the numbers.

best bet on a budget is explorer motor, HO cam, headers and 2 1/2" dual exhaust
on a budget, the best thing for this setup would be a performer rpm intake and 4barrel carb, probably a 1" open spacer
next best budget bang for the buck mods, stall converter + valvebody, gears
with manifolds and single 2" exhaust, the explorer cam is the better choice, but you are leaving alot of power on the table

Explorer cam makes more low rpm torque. HO stick is weak under 2500. It would couple better with more stall converter, but it demands more rear gear, at least a 3.55 to make it work right. The Explorer cam will do OK with a 3.08 and a stock converter. Its totally done by 4800 rpm though. Its a truck cam, and it acts like one but it works well if you're leaving the rest of the package close to stock. I still say use the whole Explorer motor, the heads are really that much better.
Explorer HP numbers are down, but mostly because the exhaust is horrible. You can pick up a solid 20 rwhp with headers on those, and then the dyno charts are very comparable to a stock HO motor. My car puts down 20 less rwhp than Scott's car, and at the time mine was running very poorly. I'd be willing to wager if I put it on the dyno again, it would show within 10 hp, the single biggest difference being the cam, I have an Explorer stick, he has an HO.
What I'd actually like to try lives in the realm of hen's teeth. 1992 Tbird HO cam, which happens to be the same as a 93 Cobra cam. Supposed to have more low end torque than the HO stick, but pull higher than the Explorer cam. On the other hand, you could just go aftermarket and get something better. well, nobody in their right mind is gonna do single exhaust. I always assume at least stock duals, Not spectacular, but certainly better. Given the same combo with reasonable intake and exhaust, I really suspect you'll find there is less performance difference between the Explorer stick and the HO than you would think. Like I said, 20 hp from my car to Scott's, and mine wasn't running properly at the time. I have run it at the track since making it run correctly, and its a tenth of a second difference in the 1/4, running on different days, his intake being iced, and me having 3.55 instead of a 3.73. That small of a difference given that many variables I'd say is fairly insignificant.86 Lincoln Town Car (Galactica).

With the engine out, if you're going Mass-air, another 200ish on a cam would seem like a good investment instead of choosing between two conservative used OEM cams.

imho, even dual exhaust, 2" is costing power, this is also dictated by the collector though, this is part of why headers are important, and manifolds are just performance prohibitive
the HO cam is only 20hp better than the exploder stick, ots cams are only 20hp better than the HO stick(if that in some combos)
again, its always the whole combo, airfilter to tailpipe, and parts that work together
