The control on the mirror has nothing to do with the high beams. Thats only for the mirror.

The autodim sensor is probably flaked out. They aren't super reliable and by now most have died. Unplug the sensor (not the mirror) and jumper the two outside pins together. That will give you manually controlled high beams that work reliably.

there is a screw in the center of it to hold it to the mirror. remove the screw, it will fall out in your hand.

last one I had open had a smoked resistor in it. I didn't have one, but it was a half ohm or something so I just jumped it. It basically made the thing so insensitive it would never kick out, but it worked brilliantly to provide manual high beams that worked and thats all she really needed. These are plastic-welded together so you'll have a bitch of a time opening it, and then it won't close up properly again. The one I tried repairing on my Mark VII is held together with a zip tie. That one sort-of works but its overly sensitive and flips on and off if I go past signs. I personally find that whole system too damned frustrating to actually use, so I have it switched off.

So, with it switched off (the switch on the mirror), I can use the high beams and have them stay on (not flash to pass?)

I take it you can't buy these new?
