could also be a bad ground. I think the headlights and the turn signal/marker light use a common ground wire, which lands somewhere on the inner fender area, sort of near where you put your hand through to change the bulb. Make sure its clean.

Hazards work fine, even with the driving lights on.
Ill take a look at the ground wire and see if its corroded
