I doubt it's a factory police car. It would have had a 351W in '85. If it were an admin car, I don't think you could order the 302 with the 2nd gear lock in. It's a slicktop conversion - they left the C-Pillar molding like I did on my '82. And it's got the CV lower trim. I betting it's a base model '85 that someone put a 140 speedo, painted, and dog dished.
Not that I don't like it! Looks great to me.
