Yeah, i know you could buy e, but i can't find it, but someone here said if i pull one of the plugs going to the horseshoe thign and if it goes on or something like that than you have a bad actuator. I forgot how it went, but it was a simplistic test

set the parking brake, start the engine.
pull both hoses off the horseshoe and put them together... if the brake release pulls, the horseshoe is the issue... if not, the actuator is busted and good luck finding one intact.

Would a generic vacuum actuator or one from a different kind of car work?

if you can get something that will fit up, sure. Its just a vacuum servo. Most any could be adapted as long as you can mount and connect it.

Ok, thanks for the heads up. In addition, the actuator is the cyilnder can thing that goes behind the brake release right? it has and arm that goes to the brake mechanism, right??

If so I pulled off an actuator and crescent valve from an 89 lincoln

yes, that is the actuator. that spot is a PITA to mount anything in though (actuator), even the correct part, so if you try rigging something that isn't the same, good luck and post pics of the mod.
