That is connected to the ignition switch...well when you turn your key to start your car that wire gives a signal to the solenoid to close the circuit between the the two big posts on the solenoid giving direct battery power to your starter.
If the car ever turns into a time bomb, thats the wire to cut in order to make it not asplode. Or its the wire that will make it blow up, depending if you're into the red vs blue wire thing.

heh... that's the wire to jump from the battery if the ignition switch or neutral safety switch dies. put the key to ON and jumper those 2 poles with a screwdriver to start. I've known many folks to do that rather than replace the ignition switch (key hole in the steering column). Not the most elegant solution, but it works.
