Possibly the little valve they added in the late box years to the smog pump to add vacuum for the cruise system?
I don't know exactly when they did it or by what method or with what parts, but it's a moderately educated guess.
that was my thought as well. The air blown past it from the smog pump creates a venturi effect to add some vacuum. No idea why they thought it was needed. My car hasn't had a smog pump in a very long time and the cruise works just fine. I don't think the CFI or carb cars had it either and they also don't seem to have issues.

the 88 I had would lose cruise and hvac vacuum on long uphill pulls after the smog pump died. After I put on the redneck ram air (cold air intake), it would lose vacuum if traveling faster than 65mph.
There are no hills here, and whenever I've driven someplace that had them I haven't ever run the cruise. I know it will hold just fine at 75 on the highway though. HVAC also holds very well in that car but I spent a fair bit of time fixing as many leaks as I possibly could.
